June 21strecommendations were turned into ACRD and not dealt with until after the elections.

Nov. 8th, 2018 meeting with Planning Dept.  Positive reception by Mike Irg and Alex Dyer–ACRD

Presentation by Committee to ACRD Board of Directors for Nov. 28th, 2018

Public Consultation Meeting/Open House to be set up by ACRD Staff for Feb./March Spring 2019 to discuss recommendations and accept feed back from community. To include website and written input.

MOTION BY JOE VANBERGEN THAT SPROAT LAKE DIRECTORS APPROVE COMMITTEE TO PRESENT POSITION TO BOARD OF ACRD REQUESTING THEIR SUPPORT OF COMMITTEE’S RECOMENDATIONS RE LAKE SURFACE ZONING/REGULATION/SEWAGE & CLEAN WATER. 2NDBRIAN COTE…CARRIED

SL COMMUNITY HALL:  After discussion it was decided that the #1 priority should be the reconstruction of the Front Stairs, due to safety concerns.  It was suggested to approach Mark Marley to quote on entire project. Brian Cote will contact Mark Marley.

SL ROAD COMMITTEE:– Joe VanBergen, Geo Monrufet and Penny Cote met with Min. Of Transport for area tour and to discuss road conditions and maintenance.  They will meet with new MainRoad. Company Nov. 19th, 2018 to discuss planned  road maintenance.

SL PARKS REPORT:  Lakeshore rd. & Faber Rd. Trail extension completed.  Sproat lake Landing parking at trail end and engineered trail portions & extension planned for 2019. Next trail extension Lakeshore to hopefully Bishop next Spring.  Funding for trails came from $100k Gas Tax money.  OCP goal is for 1km./year.

ACRD –PENNY COTE REGIONAL DIRECTOR ACRD

Short term vacation rental registration not a great success at this time.  Only 3 approved applications.  ACRD is planning to hire a company to find local short term rentals and notify them of the new by-laws.  ACRD is also investigating ticketing by-law so If they refuse to comply there will be a ticketing process.  New ACRD board will continue to work on the process.

OLD BUSINESS: 

CELL TOWER UPDATE, Penny spoke to Samuel, at Rogers, and so far it is only Rogers, Fido & Chatr that have access to cell service.  Concerns were raised about the cell tower not having a light or beacon on top. Quote from Rogers “For our tower in Sproat Lake under construction, Rogers submitted an application to NAV and TC approvals and after their review, confirmed that there is no tower lighting or painting required for aeronautical safety.”SLCA will send letter to Rogers asking that they put some kind of safety lighting on top of the tower.

DERELICT DOCKS –Geo Monrufet suggests there be some kind of LAKE WATCH program, similar to Block Watch program.  This is to be presented at AGM where residents can report offenders abandoning docks around the lake.

NEW BUSINESS:

SPROAT LAKE WATER QUALITY

–Next water test scheduled for Monday, November 26th, 2018. MOTION BY BET BROOME TO PAY FOR 3 FULL WATER TESTS AT APPROXIMATELY $210.00 EACH. 2NDBY NANCY HARVEY…CARRIED.

Community Emergency Planning for flood and fire are receiving more grants for the Regional District for more community programs.

MOTION BY JOE VAN BERGEN THAT THE SLCA SEND LETTER TO ACRD REQUESTING ONGOING CONTRACT TO MANAGE THE SWEEP & MAINTENANCE THEREOF. 2NDPAUL ANDREW..CARRIED.

INVASIVE SPECIES:  Lake Weeds, Broom & Carp.  ACRD is looking at control measures.  There is still no proven solution for Carp.  It was suggested that maybe an ongoing Carp Tournament, but no concrete ideas at this time. ACRD investigating lake weed control strategies of other RD’s.

Review and Update Terms of Reference and develop an asset management plan with Societies Act update requirements.

15 additional chairs purchased as per Motion last year.

MOTION BY NANCY HARVEY TO PAY OUTSTANDING BILLS.  LINDA BOWERS $90 FOR ANNUAL REPORT FILINGS.  HEIDI ZIMMERMANN FOR WEB PAGE COSTS $124.73.  GEO MONRUFET FOR UV LIGHT IN HALL UP TO $120.00..2NDBET BROOME…CARRIED.

ACRD  ELECTION RESULTS –

Congratulations to Penny Cote elected for another 4 years.

Concerns over a sinking cabin on Great Central Lake that has an oil tank that could seriously damage the lake.  Penny will talk to Mark Marley and investigate. MoFLNR reports they have investigated and no action taken.

Website Update:

Heidi Zimmermann is going through the pictures in the galleries, on Web site, and editing some out as there are too many.  Heidi will look into RYTE.COM & report back to Directors.

Other Discussions:

Ongoing discussions regarding wave action of Wake surfing boats on water. Looking for solutions.  Signage may not be enough.

Ministry of Environment will be holding training for Level 3 Water Testing.  Testing will take place once a month in four identified locations.  Bob Cole, Geo Monrufet & Stan Kujala volunteered to take training and perform ongoing testing for water quality. MoE will be paying cost for lab work $5k a month and SL will pay for boat gas for volunteers.

PIZZA Night Monday Dec. 3rdat Bishop Fire Hall @ 6:30 p.m. for SLCA, SL APC, SL PARKS, SLVFD.
